Tagging and dispositions should be improved

Hey there!

Contacts should be taggable at all times, not only after a call.

After ending a call, the disposition panel appears with the only option to tag and comment. Sometimes we want to look at the contact, gather information, and maybe tag with multiple tags. And maybe complete more actions.

The disposition panel should not block access to the contact.

Manual searches should allow tagging.

Tagging should not be prevented at any time.
